Evaluation Capacity Building for
Mission-Driven Organization:
Oakland Ed Fund

The Oakland Public Education Fund (“Oakland Ed Fund”) is a nonprofit that leads the development of community resources in Oakland public schools. They put the right tools in student’s hands to give all kids the education they deserve.

The Oakland Ed Fund is the only organization raising money for all Oakland public schools. Although they support all public schools, they focus on those furthest from opportunity, because kids who come to school with less need more. 

Since 2003, the Ed Fund has raised over $200 million for schools and related programs.

About the project

Public Profit has an ongoing evaluation capacity-building partnership with the Oakland Ed Fund with a goal to develop a robust learning and evaluation system that helps this large, complex non-profit maximize success and impact. 

Most recently, Public Profit was commissioned to conduct an organization-level evaluation to refine program- and initiative-level logic models, which in turn operationalized their Theory of Change. 

The Question

What can be learned from past data and how can we use it to improve?

For this project, the Ed Fund wanted to deep dive into data on recent successes and setbacks and make changes to be better informed and improved for future strategic planning cycles.

The Process

Collaboratively strategized to refine the Ed Fund’s Logic Models + Theory of Change.

Public Profit hosted an iterative, participatory session with the Oakland Ed Fund team members to articulate and create their Theory of Change. 

Public Profit also led the Oakland Ed Fund team members through a process in synchronous working sessions to refine their initiative-level logic models for four of their initiatives: Fiscal Sponsorship, Corporate Partnerships, the A to Z Fund, and Oakland School Volunteers.

For each of the initiatives, Public Profit leveraged the Oakland Ed Fund’s existing data to measure the reach and outputs. In addition, Public Profit conducted interviews with participant groups, including representatives from corporate partners and Oakland public school staff members who have engaged with the Oakland Ed Fund’s initiatives. We combined the Oakland Ed Fund’s quantitative measurements of the initiative’s impact and qualitative insights from interviews.

 

The Outcome

This evaluation was finalized by a report that summarizes the immense support that the Ed Fund provides to Oakland public schools so that all students can learn, grow, and thrive. 

The evaluation report reviews the Oakland Ed Fund’s Theory of Change and dives into each of the four initiative’s logic models. The Theory of Change describes the methods in which the Oakland Ed Fund supports Oakland’s public education system. The logic models outline the roles that the Oakland Ed Fund plays, the initiative’s activities, and the intended outcomes for each.
